Understanding the UV Index: How to Read It and What to Do
Buried in almost every weather app, next to the temperature and the chance of rain, is one of the most useful sun-safety tools ever made: the UV index. It is a free, daily forecast of how strong the sunburn-causing ultraviolet radiation will be where you are — and once you know how to read it, it tells you exactly how careful to be, hour by hour.
What the number means
The UV index is a standardised scale, developed and promoted internationally by the World Health Organization alongside national meteorological and environmental agencies, that describes the strength of UV reaching the ground. It starts at 0 and climbs into the low teens in the sunniest places. The bands most forecasts use are:
- 0–2 (Low): minimal risk for most people.
- 3–5 (Moderate): take precautions around midday.
- 6–7 (High): protection needed; unprotected skin can burn fairly quickly.
- 8–10 (Very High): extra care; skin burns fast.
- 11+ (Extreme): take every precaution; avoid midday sun.

Where the forecast comes from
Unlike temperature, which a home thermometer measures directly, the UV index you see in a weather app is a forecast built from satellite ozone measurements (ozone is what absorbs most UVB before it reaches the ground), the sun's expected angle for that date and latitude, and a cloud-cover forecast, run through an atmospheric model for solar noon at your location. That means it's a prediction for a specific point in the day, not a live sensor reading of what's currently overhead — on a day when clouds behave differently than forecast, the real UV can run higher or lower than the number you checked that morning.
What raises the UV index
Several factors push the number up, and some are surprising:
- Time of day: UV peaks in the few hours around solar noon, when the sun is highest. Early morning and late afternoon are far gentler. Our hour-by-hour breakdown works through a full day's rise and fall using the site's own exposure calculator.
- Season and latitude: summer and locations closer to the equator get more direct sun and higher UV.
- Altitude: there is less atmosphere to absorb UV higher up — it rises roughly 10% per 1,000 metres, which is why mountains burn you fast.
- Reflection: fresh snow can bounce back most of the UV hitting it; water and sand reflect meaningfully too, adding to what comes from the sky. The Sunburn Risk Score folds both altitude and reflective surfaces into a single number.
The clouds and temperature traps
Two everyday assumptions get people burned. The first is that clouds protect you — but thin and broken cloud can let through the large majority of UV, and some conditions even scatter extra your way. The second is that UV tracks the temperature. It does not. A cool, breezy spring day can carry a high UV index while a warm, hazy evening carries almost none. Trust the index, not how hot it feels.
A quick check without an app: the shadow rule
When your shadow is shorter than you are tall, the sun is high and UV is strong — a good prompt to seek shade and cover up. When your shadow is longer than you, the risk is lower. It is rough, but it works when you cannot check a forecast.
A number worth building into your routine
Most weather apps show the UV index on the same screen as the temperature and chance of rain, which means checking it costs nothing beyond a habit change — a glance at the same forecast most people already check anyway. Building that glance into a morning routine, the same way checking for rain before deciding on a jacket already is, turns the UV index from a number that exists somewhere in an app into a number that actually shapes a decision: whether today calls for sunscreen before a normal errand, or whether a planned afternoon outside should shift toward the cooler, lower-UV end of the day.
Turning the number into a plan
The index turns into a simple plan. At Low, most people need little. From Moderate upward, seek shade around midday, wear a broad-spectrum SPF 30+ sunscreen, add a hat and sunglasses, and cover up with clothing. At Very High and Extreme, treat midday sun as something to avoid rather than endure, and lean harder on shade and clothing, which never wash off. Remember that reflective surfaces and altitude can make the real exposure worse than the flat forecast number suggests — if you're heading somewhere with snow, sand, or water, run the numbers through the Sunburn Risk Score rather than reading the forecast at face value.
Why one number can still be useful even though conditions vary
Given everything above about clouds, altitude, reflection, and the forecast-versus-live gap, it's fair to ask whether a single UV index number is worth checking at all. It is, for the same reason a weather forecast is useful despite never being perfectly precise: it sets a baseline expectation you can then adjust. A forecast of 3 and a forecast of 9 call for genuinely different plans even before you account for any of the modifying factors, and most days don't involve enough cloud, altitude, or reflective surface to move the real exposure into a different band entirely. Treat the daily number as your starting assumption, and treat surface, altitude, and time of day as the adjustments layered on top of it — not as reasons to disregard the forecast altogether.

A standard adopted worldwide, reported locally
The UV index itself is a joint standard originally developed with the World Health Organization, the World Meteorological Organization, and the UN Environment Programme, specifically so that a "UV index of 8" means the same underlying strength of UV wherever it's reported. National weather services then plug their own satellite ozone data and local forecasts into that shared standard, which is why the scale looks and behaves identically whether you're checking a forecast in one country or another, even though the agency publishing it differs.
"Peak sun hours" is really just this same curve, simplified
Public health campaigns often use a rule like "seek shade between 10 AM and 4 PM" or "the sun's rays are strongest from 11 to 3." That's not a separate rule from the UV index — it's a rough, fixed-clock proxy for the same rise-and-fall curve the index traces every day, because the sun's angle (and therefore UV strength) follows a predictable arc regardless of what the actual number happens to be that day. The advantage of checking the real UV index instead of relying on a fixed clock window is precision: on a lower-UV day the "danger window" is genuinely narrower and milder than on a high-UV day, even though the clock-based rule of thumb doesn't know the difference. How much reflection actually adds
The "reflection" bullet above is easy to skim past, so here are the actual multipliers the site's Sunburn Risk Score uses: grass is the baseline (no adjustment), water adds roughly 10% to the effective UV reaching your skin, dry sand adds roughly 15%, and fresh snow adds a striking 60%. None of that shows up in a plain UV index forecast, which reports the number for open ground — it's why a snow-covered mountain at a "Moderate" UV index of 5 can deliver an effective UV closer to 8, solidly in "Very High" territory, once that reflection is factored in.
Planning a multi-day trip around the forecast
For a single afternoon, checking the UV index once before heading out is usually enough. For a multi-day trip somewhere new, it's worth checking the forecast for each day separately rather than assuming the first day's reading holds for the rest of the week — latitude and season set a rough ceiling, but day-to-day cloud cover and local weather patterns can shift the actual forecast meaningfully from one day to the next, especially somewhere humid, coastal, or mountainous where conditions change quickly. Building "check today's number" into a daily travel routine, the same way you'd check the chance of rain, catches those swings that a single pre-trip search would miss entirely.
What the numbers look like at opposite ends of the scale
To make "Low" versus "Very High" concrete: at UV index 3 (bottom of Moderate), Type II skin is estimated to tolerate about 55.6 minutes unprotected before a just-perceptible burn. At UV index 8 (Very High), that same skin's estimated window drops to about 20.8 minutes — roughly a third as long, for the same skin, on the same kind of day, purely because of how strong the sun's angle makes the UV. That's the entire practical value of checking the number before you head out: it tells you, in advance, which of those two very different windows you're actually working with today.
